<h4><strong>by the<br>SENECA NATION ENVIRONMENTAL PROTECTION DEPARTMENT</strong></h4>



<p><strong>Project:</strong> On July 14, 2022, the Seneca Nation (Nation) Environmental Protection Department (EPD) received a completed “Permit Application for Construction Projects Within Waterways” (CPWW) from the New York State Department of Transportation (applicant). The scope of work for the project identified as Pin Number 5758.79, encompasses the replacement of the Red House Bridge, Old Route 17 rehabilitation, and culvert replacements (“Old Route 17 Project” or “Project”), as follows: replacement of the Red House Bridge (BIN 6012230) over the Allegany River, rehabilitation of the paved section of Old Route 17 as a gravel roadway, reestablishment of roadside drainage features, and the replacement of culverts along Old Route 17. The Old Route 17 Project will also include the installation of 2,656 feet of a gabion wall along a portion of the Allegany River, located along Old Route 17, in the Town of Red House, New York. The Project is anticipated to proceed under the CWA § 404 Nationwide Permit (NWP) 3. This project requires permitting under Section 404 of the federal Clean Water Act (CWA), which in turn requires certification under CWA § 401 by the Seneca Nation as to whether the Project will comply with the Nation’s water quality requirements. Pursuant to CWA § 401, the Seneca Nation Environmental Protection Department (EPD) seeks public and agency comment regarding its proposed certification of the CWA § 404 permit at issue.</p>



<p><strong>CWA § 401 Water Quality Certification:</strong> Under CWA § 401, a federal agency may not issue a permit or license to conduct any activity which may result in any discharge into waters of the United States unless a Section 401 water quality certification is issued or waived by the state or authorized tribe where the discharge will originate. The Nation was approved to administer a CWA § 401 program on March 12, 2021. Examples of federal permits and licenses requiring certification include the CWA §§ 402 and 404 permits issued by the EPA and the U.S. Corps of Engineers, respectively.</p>



<p><strong>Public Comment Period:</strong> Pursuant to CWA § 401(a)(1), the public comment period for the proposed CWA § 401 certification of the Old Route 17 Project by EPD is thirty (30) days from the date of publication of this notice in the SNI Newsletter (Community News Section) and other publicly available locations. Agency representatives and members of the public are encouraged to <strong>submit written comments to EPD, by 4:30pm on February 22, 2023, as follows:</strong></p>

<h4><em>Salamanca Warriors</em></h4>

<p>The Salamanca School district will be reviewing the district identity, The Warriors, and the use of logos that embody Native American elements. This process will be transparent for all stakeholders with regular meetings to gather input over the next several weeks. These public sessions will be provided both during regular business hours and in the evening and will continue as long as necessary to gather thorough input. All public hearings will be available through Zoom, Facebook Live and will be recorded. In order to ensure these sessions are conducted in a thoughtful and civil manner, it will be necessary for attendees to register for the event. The registration will be capped at 50 to ensure that each individual will have an opportunity to be heard. Additionally, attendance will initially be limited to district residents.</p>



<p>These public hearings are not the only way for your voice to be heard. Over the next week, an electronic survey will be available for those individuals who wish to participate but do not wish to attend a public meeting. At this time there is no time frame to reach resolution. It is the goal of the district to gather as much input as possible.</p>

<p>My name is Kara Skipper, and I am apart of the Seneca Nation of Indians, enrolled in the deer clan. This January 25th will mark the 5th anniversary of the death of my grandma, Karen Ellis. I had just turned 14 in the December before my grandmother passed away in January. I have always thought about how being the last grandchild effected my time I was able to spend with her, 14 years was not enough. I am now 18 years old and a senior in high school at Iroquois, applying to colleges and looking forward to my future. Even though my grandma is not here with us anymore she still has been with me through the process. She is the reason for my Native American heritage, passing it down to my Mom and I. I have been able to share my heritage with these colleges and expand their knowledge of the Seneca Nation. I miss her very much and i know she is looking down upon me giving me the best of luck when it comes to my future.</p>

<h3><strong>Executive Administrative Assistant – BOD</strong></h3>



<p><strong>Position Description</strong></p>



<p>The Executive Administrative Assistant &#8211; BOD shall be responsible for assisting the Board of Directors with certain department administrative functions. Specifically, receptionist duties, attending and preparing Formal Board, Audit Committee, and Board Compensation Committee Meeting Minutes. In addition, prepare, effectuate processing, and maintain Board member corporate credit card monthly reports. All duties are to be performed within the guidelines of the Seneca Gaming Corporation’s policies and procedures, Internal Control Standards and objectives.</p>



<p><strong>Education/Experience:</strong></p>



<ol><li>Must be 18 years of age or older upon employment.</li><li>High School diploma or equivalent required. Associate’s Degree preferred.</li><li>Three (3) to five (5) years of administrative/clerical work experience is required. Five (5) years law firm or in-house legal department experience preferred.</li><li>Must have excellent working knowledge of English grammar.</li><li>Knowledge of office machines is required including all-in-one facsimile, copier, scanner and, corporate laptop, and calculator.</li><li>Must have proficient computer skills including Microsoft Word, PowerPoint, and Excel.</li><li>Must possess and maintain a valid driver’s license and be able to substantiate a safe driving record within the parameters acceptable to our liability insurance carrier.</li></ol>
