November 27, 2023: Closure will be from the East End to Robinson Run, including the twin pond entrance.
Stream Restriction update
NYSDOT, SNDOT and Coldspring Construction met with Anna Carr – SN EPD, and Shane Titus – SN Conservation. NYSDOT wanted to coordinate with SN EPD on construction and stream restrictions. NYSDOT stated that Coldspring Construction provided two construction schedules, one with stream restrictions and one without stream restrictions.
They explained how working while the water levels are low would be best for constructing the causeways, removing the bridge spans, and constructing the gabion wall. Anna agreed that doing the construction while the water levels are low would be the best-case scenario.
Anna will re-write CWA §401 letter waiving stream restrictions for the Red House and Road Construction Project. Shane concurred and stated that there would be no effect on the hellbenders or walleye spawn.
Anna stated she will share the winter and summer pool levels with Coldspring Construction and Shane stated he will share the USGS Water Data. He stated that this would be very useful in determining water levels daily.
Data Recovery Plan (DRP)
The DRP was discussed, Coldspring Construction will need to install fencing (Snow fencing, orange color) around the sensitive areas that will be excavated.
THPO and NYSDOT will be meeting with SNIGIS to map out the areas that will need fencing.
Marcus Bowen will be the cultural monitor when the archeologist are on-site.
Landscaping
Discussion on Wingwalls and bronze plaques. The walls will have anti-graffiti paint. We have around 800 trees that will be planted. NYSDOT will share the confirmed species with EPD and Conservation. Graphics and colors need to be finalized for the two large boulders and historical markers.
Coldspring Construction
Coldspring Construction provided an update on their schedule, with SN EPD issuing a waiver, that will allow them to use the without stream restriction schedule. Soil boring will begin as soon as their contract with ATL is approved. This should start sometime this week. (SNDOT will provide a notification)
The only changes to the schedule that Coldspring Construction foresee is updating the gabion wall schedule. SNDOT introduced everyone to Seth Brown, Todd Kettle and Clint Jones and stated that they will be onsite with you throughout the project.
