2026-2027 NYS HEAP Vendor Information/Outreach Energy Affordability Program (EAP)

Dear NYS HEAP Vendor,

In preparation for the upcoming 2026-2027 Home Energy Assistance Program (HEAP), the New York State Office of Temporary and Disability Assistance (OTDA) HEAP Bureau is advising New York households about the Energy Affordability Program (EAP).

The Energy Affordability Program (EAP) provides eligible customers with utility bill discounts on their electric or natural gas bill they can count on each month. This program has expanded eligibility this year to include millions more New York families.

The discounts EAP provides will allow eligible New York households more money to spend on other necessities, like home heating oil, propane, firewood or other energy deliverables.

If you have any additional questions, please contact the HEAP Bureau at (866) 270-HEAP (4327).

Don’t think you qualify for discounts on your energy bills? Think again. Half of all New York households are now eligible for relief through the Energy Affordability Program. If you pay for electricity or natural gas through one of the state’s utility companies, you may qualify for savings. The Energy Affordability Program (EAP) provides eligible customers with utility bill discounts they can count on each month.

NEW in 2026: Expanded eligibility. Millions of New Yorkers are newly eligible in 2026. Don’t leave money on the table! When you receive relief through EAP, you’ll receive recurring discounts directly on your monthly electric or natural gas bill.
